Major Principality state-housing schemes, dated by official delivery notices published in the Journal de Monaco: from Agaves in 2004 to Testimonio II programmes in 2022–2023.
This record documents a whole strand of Monegasque built heritage — state housing, flats built or managed by the State for rent — and rests on an unexpected source: small administrative ads.
Each time a scheme is delivered, the Direction de l’Habitat publishes in the Journal de Monaco, « Locaux vacants » section, a notice that flats are available to rent. These notices — eleven were collected — are the only dated public trace of commissioning and allow a continuous chronology:

Why these notices matter as archives
A housing scheme has no public « completion date »: the first stone is known from a release, rarely key handover. Here, handover is the notice: as soon as the State offers the flats, the scheme is delivered.
Tour Odéon illustrates this: the Principality’s tallest tower enters this archive through a September 2014 administrative notice, not press coverage. That is what Memoria seeks — the document that dates, rather than the story that celebrates.
A methodological caveat
Memoria publishes no personal data: no name, status or nationality of applicants, even though Monegasque nationality appears in the notices. Only the administrative fact — the scheme’s existence and delivery date — is kept.
