What the 1991 law makes possible
Law No. 1.143 of 26 July 1991 declares of public utility the works to build a railway tunnel, an underground station and two ancillary galleries. This is the founding act, dated and enforceable.
The scale of the scheme reads against a Monegasque problem: the territory is enclosed. In a Principality that expands only by reclaiming from the sea or building upward, freeing surface land amounts to creating city. Where tracks once ran, other programmes could be built — the very principle of the restructurations this category documents.
