Action Innocence Monaco is the Monegasque association for the protection of children on the internet. Its founding act is dated: on ** October 21, 2002**, a ministerial decree authorizes it and approves its statutes, presented on July 9 of the same year, after deliberation of the Council of Government.

A domain that didn’t exist yet

The interest of this sheet lies in its date. In 2002, the protection of children on the internet was an emerging topic: social networks did not exist, nor did the smartphone. That a Monegasque association was formed on this date on this subject — and that the act is published in the Journal de Monaco — documents an anticipation.

Twenty years later, the subject is extended to harassment: the subject of the association has moved with the uses, from the web of computers to that of social networks. Memoria records both dates rather than the sole founding deed.

The 2002 decree was adopted pursuant to Law No. 1.072 of 27 June 1984, the text on associations then in force, which has since been repealed by Law No. 1.355 of 2008. The sheet therefore bears the trace of a change of legal regime.

Memoria does not publish any officials or official site for this association: no official source consulted attests to them, and the domain actioninnocence.mc does not exist — the site actioninnocence.org belongs to a Swiss foundation, a separate entity that it would be wrong to confuse.

The corporate purpose is extended to harassment

A statutory amendment published in the Journal de Monaco extends the purpose of the association to harassment, alongside the prevention of risks related to the internet. In twenty years, the subject of the association has shifted with uses: from the web of computers to that of social networks and cyberbullying.
